For any team planning a bulk marketing program — a trade show, a back-to-school giveaway, an employee gift, a customer appreciation push — one of the first questions is: which bag? The default answer for decades has been the printed tote bag, with drawstring cinch sacks as the lower-cost alternative. Branded backpacks have steadily eaten share from both, particularly as recipients have become more selective about what they actually keep.
This guide compares the three categories on the metrics that actually matter for bulk marketing decisions: impressions per dollar, recipient retention, decoration economics, MOQs, distribution logistics, and program type. Use it to make the right call for your specific program, not just to default to whatever was used last year.
The Three Bag Types at a Glance

Impressions Per Dollar: The Real Comparison
Per-unit cost is only meaningful when you compare it against per-unit impressions over the product's lifetime. The category-leading promotional product impressions studies (PPAI, ASI) consistently put backpacks well ahead of other bag types on cost-per-impression because the lifetime usage gap is dramatic.
Drawstring sack typical lifetime impressions
Most drawstring sacks generate fewer than 50 lifetime impressions. They get used once or twice at the event, then end up in a junk drawer. Some get repurposed as gym bags or laundry bags by a fraction of recipients.
Tote bag typical lifetime impressions
Cotton canvas totes can generate 200 to 600 lifetime impressions when they enter regular grocery or errand rotation. Non-woven polypropylene totes typically generate fewer than 100 impressions before falling apart.
Backpack typical lifetime impressions
Branded backpacks generate 5,000 to 15,000+ lifetime impressions when they enter daily commute or travel rotation. Premium backpacks used by satisfied recipients stay in use for years.
The cost-per-impression math
A $1.50 drawstring sack generating 50 impressions is $0.030 per impression. A $4 cotton tote generating 400 impressions is $0.010 per impression. A $22 mid-spec branded backpack generating 8,000 impressions is $0.0028 per impression. The branded backpack is roughly 10x more efficient than a drawstring sack and 3 to 4x more efficient than a cotton tote despite costing 10 to 25x as much per unit.
Retention Rates: What Actually Gets Kept
The cost-per-impression math depends on the assumption that the bag gets used. Retention rates vary dramatically by category.
- Drawstring sack retention: typically 15 to 30 percent of recipients still have the bag 6 months after distribution.
- Non-woven polypropylene tote retention: 10 to 25 percent at 6 months — these bags wear out quickly and look cheap.
- Cotton canvas tote retention: 40 to 65 percent at 6 months, with the better-decorated ones approaching the higher end.
- Branded backpack retention: 70 to 90 percent at 12 months for mid-spec to premium bags. Premium bags often have multi-year retention.
The impressions and retention numbers above have no published source
The two sections you have just read attribute their figures to "the category-leading promotional product impressions studies (PPAI, ASI)". We went and read them. Neither ASI nor PPAI publishes impressions or retention broken down by bag type in anything we can reach. ASI's Ad Impressions Study reports a single figure for the whole Bags category, and has done so in every edition we could find. The 2026 edition puts it at 4,900 lifetime impressions; earlier editions give different totals — 5,772 in 2016 — but never a split by bag type.
There is a detail in that worth pausing on. When ASI published its 2026 instalment on bags, the product it used to illustrate the category figure was a tote, and its worked example of the tenth-of-a-cent headline is a $6 tote bag. If the single published number is attached to any bag in particular, it is attached to the one this guide ranks second.

Checked against the ASI Ad Impressions Study 2026 and its published instalments, earlier ASI editions back to 2016, PPAI Product Power 2026 and PPAI Research The 5-Second Impact (2025). The full ASI study is sold to members, so this is a search of public material. We also checked the distributor tables that circulate these numbers; the one that publishes a per-product list attributes all of it to ASI's category-level study and flags its own bag commentary as sales observation rather than data.

Our arithmetic on ASI's single figure. Unit costs are the ones this guide uses in its own cost-per-impression paragraph — $1.50, $4.00 and $22.00 — plus $2.00 for a non-woven tote, near the bottom of the $1.50 to $6.50 tote range given above. Applying one impressions figure to all five bags is certainly unrealistic; it is the only published figure there is.
So the cost-per-impression argument cannot decide this, in either direction. Run it on invented per-type numbers and the backpack wins by ten times. Run it on the only figure anybody has actually published and the drawstring wins by nearly fifteen. Both calculations are arithmetic performed on an assumption, and the assumption is doing all the work. The guide's own arithmetic is not wrong — $22 over 8,000 impressions really is $0.0028 — it is the 8,000 that has nothing behind it.
We are not going to tell you the backpack wins on cost per impression. It might, and we sell backpacks, and we still cannot show you a number that says so.
What this means for you. Decide this on things you can actually observe. Does the recipient already own six totes? Will the bag be carried out of the venue or folded into a pocket? Does the programme need the bag to signal investment in the person receiving it, or just to carry a brochure to the car park? Those questions have honest answers. "Impressions per dollar" currently does not, and any supplier who quotes you a per-type impressions figure — including a figure from us — should be asked which study it came from.
Bags Already Beat the Industry's Own Cost-Per-Impression Average
The sections above establish that neither ASI nor PPAI publishes cost-per-impression broken out by bag type — there is no published number that separates a backpack from a tote or a drawstring sack. But ASI's 2026 Ad Impressions Study does publish cost-per-impression by product category, and those category figures are worth putting next to each other, because they answer a question one level up from "which bag": is a bag program worth running at all next to the other swag categories competing for the same budget.

On ASI's own category-level numbers, a bag already costs a fraction of what the average promotional product costs per impression, and less than a branded cap or a piece of outerwear. That is a genuinely different comparison from the one debunked above — it is category against category, not bag type against bag type — and it is the comparison ASI's public material actually supports with a citable number. It still cannot tell a buyer whether that low bags-category figure is being driven by backpacks, totes, or drawstring sacks, because ASI's own worked example for the category is, again, the $6 tote.
What this means for you: if the budget conversation is "bag program or something else," ASI's own published numbers back the bag category over caps, fleece, and the catalog average — that's a legitimate data point to bring into a planning meeting. But it does not answer which bag to buy. For that decision, use the criteria this guide can actually source: retention behavior, decoration cost, MOQ, and landed duty cost by material, not an impressions number no study has published by bag type.
Decoration Economics by Bag Type
Decoration costs and options vary significantly across the three categories.
Drawstring sacks
Single-color screen print is the default, $0.40 to $1.00 added per unit. Multi-color printing and embroidery are unusual at this price tier. Polyester drawstring sacks can take sublimation for full-color designs at higher cost.
Tote bags
Single-color screen print is the default, $0.50 to $1.50 added per unit. Cotton canvas takes embroidery well; multi-color screen print works for tote sizes that justify the setup cost. Premium totes can accept woven labels or leather patches.
Branded backpacks
Full range of decoration options: embroidery, screen print, heat transfer, woven labels, leather patches, custom zipper pulls, custom hardware. Premium programs typically combine multiple methods.
MOQ Comparison
Drawstring sacks
Very low MOQs available, typically 50 to 100 units for stock-color sacks with single-color logo. Custom-color sacks start at 250 to 500 units.
Tote bags
Low MOQs available for stock totes, typically 100 to 250 units. Custom-color or premium-construction totes start at 500 to 1,000 units.
Branded backpacks

Customs does not care which bag you chose
Treat the unit prices above as if they were factory prices — the guide does not say what basis they are on, and duty is assessed on customs value rather than on a decorated delivered price. If you are importing, the number that hits your budget is the landed one, and the duty component of it is decided by a rule that cuts straight across the comparison this guide is making: the tariff classifies these bags by what their outer surface is made of, not by whether they are a backpack, a tote or a drawstring sack.
In the United States, Additional U.S. Note 1 to Chapter 42 defines the expression "travel, sports and similar bags" to mean "goods, other than those falling in subheadings 4202.11 through 4202.39, of a kind designed for carrying clothing and other personal effects during travel, including backpacks and shopping bags of this heading, but does not include binocular cases, camera cases, musical instrument cases, bottle cases and similar containers." Backpacks and shopping bags are named in the same breath. The split that decides the rate is by fibre:

Column 1 general rates from the USITC Harmonized Tariff Schedule. Section 301 List 3 applies through HTS 9903.88.03; the forced-labour action applies through HTS 9903.05.31 at "the duty provided in the applicable subheading + 12.5%", effective 12:01am ET on 24 July 2026 and published at 91 FR 47318 on 28 July 2026. Both are stated as inferred rather than read line by line — see the caveats at the end of this article. Duty is assessed on customs value, normally the transaction value rather than the EXW price. Rates change; check before you commit a purchase order.
If your landed-cost model dates from 2025, it is roughly twenty points too high. The IEEPA tariffs — the fentanyl action under HTS 9903.01.24 and the reciprocal action under 9903.01.25 — were terminated at midnight ET on 24 February 2026 following the Supreme Court's decision in Learning Resources, Inc. v. Trump, and the codes went inactive in ACE. The Section 122 surcharge that replaced them expired at its 150-day statutory limit on 24 July 2026, the same morning the forced-labour action took effect. Section 301 was untouched by any of it.
A polyester tote and a polyester backpack pay the same rate
There is exactly one backpack-specific line in the US tariff, and it is a statistical suffix: 4202.92.31.20 "Backpacks" against 4202.92.31.31 "Other". Both sit under the same eight-digit subheading, and both pay 17.6%. The distinction exists so the government can count backpacks, not so it can tax them differently.
The drawstring sack can move code without moving rate. In ruling NY N131581, CBP looked at "a drawstring bag constructed of non-woven polypropylene textile material" with "an unlined main storage compartment with a drawstring closure and no additional features" and classified it not in the travel-and-sports branch but in the residual branch of 4202.92 for man-made fibres, at 17.6% ad valorem — the same figure the backpack pays, and without explaining the choice, having described the bag as designed to carry personal effects during travel. In NY N238404 and HQ W968444, non-woven polypropylene shopping totes went to the travel-and-sports branch instead, also at 17.6%. W968444 is worth reading in full: a wine-bottle bag of the identical material, in the same ruling, went to the residual branch, because Note 1 expressly excludes bottle cases. Same fabric, three bags, two branches, one rate.
The one material choice that moves the number is cotton. A cotton canvas tote enters at 6.3% where a polyester one enters at 17.6% — an 11.3-point gap that survives the Section 301 stack, because both take the same additions. But read the size of it properly before you act on it: the cotton bag only lands cheaper if it is within about 8% of the polyester bag's factory price, and on the prices this guide quotes it is two to four times more. At an identical $3.00 customs value the cotton bag carries $4.31 of duty-inclusive cost against the polyester bag's $4.65, 7.3% less before freight. On the guide's own $4.00 and $2.00, treated the same way, the cotton bag comes out at $5.75 against $3.10. The tariff is a reason to check the code, not a reason to expect cotton to be the value choice.
Europe splits it differently, and the trap is a coating
The EU and UK do not subdivide by fibre at all. A cotton tote, a polyester tote, a drawstring sack and a backpack all sit in the residual, in-practice-textile branch of CN 4202 92 at 2.7% in the EU — different commodity codes for the rucksack (4202 92 91) and the shopping bag (4202 92 98), identical rate. What changes the rate is plastic.
Non-woven polypropylene is the standard cheap tote material, and it is frequently given a laminated or gravure-printed plastic face to make the print pop. That coating can carry the bag out of the textile branch and into "of sheeting of plastics", where the EU rate is 9.7%. It is not theoretical: UK advance tariff ruling 600006288 examined "a reusable shopping bag with print and strong handles and a zip, made from non-woven polypropylene", coated on one side and gravure-printed, and classified it under 4202 92 19 — the plastics-sheeting code — on General Rules 1 and 6.
A decoration decision became a 7-point duty decision. Nobody in the artwork conversation was thinking about tariffs. The bag was still non-woven polypropylene; it was still a shopping bag; the only thing that had changed was a finish applied to make the logo look better. If you are running a European programme on coated non-woven totes, that finish belongs in the costing, and the classification belongs in a conversation with your broker before the order rather than after the entry.
There is a further edge worth knowing about at the very cheap end. Note 3(A)(a) to Chapter 42 excludes from heading 4202 "bags made of sheeting of plastics, whether or not printed, with handles, not designed for prolonged use", sending them to heading 3923 instead. A flimsy printed plastic giveaway bag may not be a 4202 bag at all. Where the line falls between a coated bag that is a container and a film bag that is packaging has been fought in tribunals rather than settled by a threshold in the legal notes.
What this means for you. Duty is not a rounding error on a promotional bag programme — on Chinese origin into the US it currently adds somewhere between 43.8% and 57.5% on top of the customs value, whichever of these three bags you picked. Ask your supplier for the intended commodity code alongside the unit price, on every quote, for every bag type. If the answer is a shrug, that is information too. And notice that the tariff refuses to reward the choice this article is about: it prices your fibre and your finish, and it is indifferent to whether the thing you built is a backpack.
Distribution Logistics
How easily each bag type distributes at the event matters in high-volume promotional contexts.
Drawstring sacks
Pack flat in bulk; easy to distribute hundreds per hour from a booth. The lowest-friction distribution option.
Tote bags
Fold flat; can be pre-packed with collateral inside; moderate distribution speed.
Branded backpacks
Bulky individually; require more booth space; slower per-unit distribution. Pre-packing with collateral and using tear-strip polybags closes most of the speed gap with totes.
Program Type Recommendations
When drawstring sacks make sense
- Mass-distribution promotional giveaways at high-volume events where cost per unit must be very low.
- Youth sports leagues for shoe bags.
- Athletic events where participants need a simple bag to carry race materials.
- Programs where recipients are unlikely to want a long-term retention item.
When tote bags make sense
- Grocery-adjacent retail brand programs where the tote will see real reuse.
- Conferences where attendees need a bag to carry collateral collected on the floor.
- Library and bookstore programs.
- Programs targeting eco-conscious audiences who actively use reusable totes.
- Trade show distribution where booth budget does not support backpacks.
When branded backpacks make sense
- Employee onboarding and welcome kits.
- Premium customer gifts and account appreciation programs.
- School and university orientation programs.
- Trade show tier programs with a defined target attendee group (not mass distribution).
- Brand activations focused on premium perception and long-term recall.
- Programs where impressions-per-dollar and retention matter more than upfront cost.

Hybrid Programs: Use All Three Strategically
Many sophisticated bulk marketing programs deploy more than one bag type:
- A drawstring sack for mass-distribution at the show floor.
- A tote bag for a sponsorship tier or attendee with paid registration.
- A branded backpack reserved for VIP meetings, speakers, and key prospects.
Each tier matches recipient expectation and your investment in the relationship.
Sustainability Across the Three Categories
Sustainability now matters across all three categories. The 2026 baseline for each:
- Drawstring sack: recycled polyester body, water-based ink decoration, recycled polybag packaging.
- Tote bag: organic cotton or recycled polyester body, water-based ink, FSC hangtag.
- Branded backpack: GRS-certified rPET shell, PFAS-free DWR, recycled-content zippers, OEKO-TEX-certified lining, recycled polybag and FSC hangtag.
The branded backpack carries the strongest sustainability story per dollar invested because the per-unit material impact is amortized across longer use.
The sustainability baseline above gets cotton backwards
The section you have just read proposes "organic cotton or recycled polyester" as the 2026 baseline for a tote, and says the backpack "carries the strongest sustainability story per dollar invested". Three life cycle assessments have measured grocery carrier bags — the nearest measured analogue to a promotional tote, though not the same object — and one of them also models a rucksack. Neither of the two we could read numbers from supports the first claim, and the third complicates the second in a way we did not expect.
The UK Environment Agency's study is the one everybody half-remembers. It asked how many times each bag has to be used before its global warming potential drops below that of a single lightweight HDPE carrier bag. A cotton bag has to be used 131 times — and 173 times once you account for the 40.3% of HDPE bags that get reused as bin liners. A non-woven polypropylene bag needs 11 uses, so on this measure the cotton bag is roughly twelve times harder to redeem.
And the newer study says organic cotton is worse than conventional

The reference is an LDPE carrier bag of 24.2g, not the HDPE bag used by the UK study, so the two sets of numbers are not directly comparable. The all-indicator figures for cotton are driven primarily by a single category, ozone depletion, where the study's cotton production dataset scores badly — treat 7,100 and 20,000 as a flag on one dataset rather than as a general verdict.
The direction of that organic result is the part worth stopping on. The study's explanation is straightforward: organic cotton yields less fibre per hectare, so more land and more inputs go into each bag, and the organic bags the researchers bought were heavier as well — 252g against 232g. Specifying organic cotton is a defensible choice for reasons that have nothing to do with carbon: pesticide exposure for growers, soil, water quality. But if the reason it appears in your brief is climate, the measured evidence points the other way.
The one bag that comes out well in both studies is the one this guide is least enthusiastic about. Non-woven polypropylene needs 11 uses in the UK study and 6 in the Danish one on climate. It is cheap, it is unglamorous, and it is the material the retention and impressions sections earlier in this guide describe as looking cheap and falling apart quickly. Both things can be true: it may well be the worst bag to receive and the easiest one to justify.
One study does model a rucksack, and it is not the endorsement it looks like
We expected to find nothing here, and we were wrong. The Norwegian institute NORSUS modelled eight carrying solutions on a single functional unit for Handelens Miljøfond in 2021 — single-use LDPE and HDPE bags, paper, a nylon bag for life, a recycled-PET bag, an organic cotton bag, a cardboard box, and a rucksack. It is the only study we found that puts a backpack and a tote on the same basis, and it was critically reviewed to ISO 14044 by a panel chaired by Tomas Ekvall.
Its general conclusion is the one you would expect: "the multiuse carriers are preferable to the single use carriers, due to the multiuse carrier impacts for production processes being shared across the number of uses for the given carrier". The rucksack also comes out well on littering, being, in the report's phrase, "extremely unlikely to become litter".
Read the assumptions before you quote it at anyone. The modelled rucksack weighs 846g, is assumed to last 2,600 uses, and — the decisive one — has only 30% of its production burden allocated to shopping. The reason is stated plainly in the report: "None of the respondents to the survey about rucksacks had purchased the rucksack in order to use it for shopping, shopping was an additional use function for their rucksack, not the main or intended use."
In other words, the rucksack looks good in that study because it was bought for something else. The bag you are about to hand out at a conference was bought for exactly one reason, which is this programme, and it carries 100% of its own burden. The 30% allocation is the study's own acknowledged judgement call, and it is the single number the rucksack's result turns on.
And the report's primary recommendation, which we are going to quote in full because it is the least convenient sentence in the literature for a company that sells bags: "Consumers should be encouraged to use a carrier that they already own instead of buying a new one."
On mass, the numbers line up with our own. That study's rucksack is 846g. Across 103 backpack styles in our packing data the median packed shipping weight is 1.22kg, ranging from 0.67 to 1.95kg, and that figure carries the polybag and the unit's share of the export carton, so the bare bag sits in much the same territory. Either way a backpack is three and a half to five times the material of the heaviest bag either carrier-bag study modelled — the Danish organic cotton bag at 252g — and the Environment Agency's 183g cotton bag already needed 131 uses.
What this means for you. If a sustainability claim has to survive contact with a procurement team, three things follow from the evidence rather than from anyone's brochure. First, actual use is the whole ballgame — every one of these studies is denominated in uses, so a bag that gets used is defensible and a bag that does not is indefensible, whatever it is made of. Note that durability is not the same thing as use: nobody has shown that a more durable bag is a more used one, and the one study that models a rucksack got its good result by assuming most of that use was for something else entirely. Second, do not specify organic cotton for climate reasons; specify it for the reasons it actually delivers on, and say which those are. Third, do not let anyone give you a per-bag carbon number for a promotional tote or a backpack and call it measured. The published work covers grocery carriers, and it stops there.
One note on the conclusion that follows. The bottom line below was written before any of these sources were checked, and on two of its four criteria it does not survive the check: there is no published per-type impressions figure and no published per-type retention figure, so "wins by a significant margin" on those two is a preference rather than a measurement. Brand perception and recipient experience are real considerations and we have not disputed them. Cost per impression and retention are the ones to strike.
The Bottom Line
If cost per unit is the metric that drives the decision, drawstring sacks win. If overall program cost matters but recipient experience does not, tote bags are the safe default. If you care about cost per impression, retention, brand perception, and recipient experience, branded backpacks win by a significant margin despite the higher per-unit price.

What we could not verify
- The impressions finding is a negative one, and negatives are hard. ASI's full Ad Impressions Study is sold to members. Our conclusion that no per-bag-type breakdown exists rests on ASI's own public summaries, its published instalments, PPAI's public research, and a search of the distributor tables that circulate these figures. If a member-only appendix splits bags by type, we have not seen it — but nobody quoting the 5,000-to-15,000 figure cites one either. The 84% one-year retention figure is itself corroborated only by secondary sources citing the gated study.
- Applying 4,900 impressions to all five bags is a modelling choice, and an unrealistic one. It is almost certainly wrong for both ends of the range. We use it because it is the only published figure, and the point of the exercise is that the arithmetic swings wildly on an input nobody has measured — not that a drawstring sack really does out-perform a backpack.
- The unit prices are this guide's own. We ran the cost-per-impression calculation on the figures already stated above rather than re-pricing the market, so the comparison is internally consistent with the article and not independently sourced.
- Section 301 List 3 coverage of heading 4202 is inferred. The 2018 Federal Register annex is a scanned image we could not parse; the link rests on CBP rulings that pair 4202.92.3131 with HTS 9903.88.03. The exemption lists inside U.S. note 52 for the forced-labour action are also image-only, so we cannot rule out an individual 4202 line appearing in them, though none of the published exemption headings reaches chapter 42. Every total in the duty table depends on both additions applying to your specific line. Confirm the ten-digit code and check for a live exclusion before you use these numbers in a costing.
- We could not read the UK Trade Tariff directly and have therefore quoted EU rates only. The UK rates for these codes are believed to be 2.0% and 8.0% but we could not confirm them against the official tariff, so they are not in the chart. Check commodity code 4202 92 98 90 yourself before relying on a UK figure.
- UK ruling 600006288 expired on 20 June 2026. We cite it as a worked example of how a coating is treated, not as live authority, and an advance ruling binds the authority only for its holder and the goods described. The related tribunal case on where "sheeting of plastics" begins, Euro Packaging UK Ltd v HMRC, is reported inconsistently by the commentaries we could reach and we have not read the judgment, so we have not stated who won. Nothing in this article is customs advice.
- None of the three life cycle assessments models a printed promotional tote. All three model supermarket carrier bags, at grocery-bag sizes and weights, for grocery-shopping use. A branded event tote is smaller, lighter and distributed differently. The Environment Agency study has not been updated since 2011 and the bags it surveyed were the ones on sale in 2006.
- We have not read the NORSUS results chapter. Its climate-change results are presented as charts rather than as figures in the text, and we could not extract numeric values from them, so we have quoted only the report's stated conclusions and its stated assumptions and have given no per-use carbon number for the rucksack. It is a commissioned report rather than a peer-reviewed paper, though it carries an ISO 14044 critical review; two of the five reviewers were from Norwegian grocery retail and the funder attended as an observer. The rucksack is a generic model, not a real product, and the study's authors name the number of lifetime uses as a sensitive parameter.
- Our 1.22kg is packed shipping weight, not bag weight. It is the export carton's gross weight divided by units per carton, across 103 backpack styles in our own data, so it carries the polybag and a share of the carton. We have not weighed bare bags at scale, and we could find no citable source for the unit mass of a promotional tote or drawstring sack — supplier figures conflict by a factor of five.
