Briefing a supplier on a custom backpack design is the step where most bulk-order projects either accelerate or stall. A clear, complete spec sheet leads to fast quotes, accurate samples, and predictable production. A vague brief leads to weeks of back-and-forth, sample rounds that miss the mark, and unit prices that creep up as the supplier hedges against unknowns.
This guide walks through every design decision in a typical custom backpack project — silhouette, fabric, denier, hardware, internal organization, padding, branding, and packaging — with the specifics suppliers need to quote you accurately and produce what you actually want.
Step 1: Pick the Silhouette
Everything starts with the silhouette. It defines the bag's use case, its rough capacity, and most of the production economics. The most common silhouettes for wholesale custom backpacks:
- Classic commuter: top-handle, vertical zipper, padded laptop sleeve, two side pockets. The default for business and corporate gifting.
- Roll-top: waxed canvas or rPET roll closure with magnetic or buckle securement. Popular in lifestyle and outdoor retail.
- Daypack: wider mouth, often with a top flap and front buckle. Common in hiking and outdoor categories.
- Travel daypack: clamshell opening, multiple compartments, RFID-protected pockets. Travel and digital nomad audiences.
- School backpack: single main compartment, front organizer, padded straps, sized by age group.
- Tactical / MOLLE: ballistic polyester, MOLLE webbing exterior, multiple zip and Velcro compartments. Tactical and outdoor categories.
- Sling / chest pack: single-strap cross-body, smaller capacity, urban use cases.
- Drawstring / cinch sack: lightweight, low-cost, promotional and athletic use cases.

Step 2: Choose Your Outer Fabric
Fabric is the single biggest driver of both bag feel and cost. The key parameters are material type and denier (the thickness of the yarn).
Polyester (most common)
The workhorse fabric for wholesale custom backpacks. Available in 600D (lightweight, cost-effective), 900D (mid-weight, premium feel), 1680D (heavy-duty ballistic, premium and tactical use). Polyester is durable, takes color well, and is widely available in stock and custom dye lots.
Recycled polyester (rPET)
The sustainable alternative to virgin polyester. Performs nearly identically to virgin polyester in durability and color, with the added benefit of a GRS-certified recycled content story. Costs approximately 5 to 10 percent more than virgin polyester.
Nylon (premium / outdoor)
Lightweight, abrasion-resistant, often used in outdoor and travel silhouettes. Available in ripstop weaves (210D to 420D) for premium lightweight programs and Cordura blends (500D to 1000D) for premium outdoor.
Canvas (lifestyle)
Cotton or cotton blend canvas with a heritage, lifestyle aesthetic. Heavier than synthetics, takes embroidery beautifully, often paired with leather trims. Common in roll-tops and daypacks.
TPU-coated tarpaulin (waterproof)
Fully waterproof fabric used in dry-bag-style backpacks for cycling, water sports, and outdoor commuter applications. Premium feel, distinctive aesthetic.
There Is a Real Abrasion Test for Backpack Fabric. Almost No Mill Publishes the Number.
Every spec sheet on this page lists denier: 600D, 900D, 1680D, 1000D Cordura. Denier is a real, useful number, but it measures the weight of the yarn (grams per 9,000 metres), not how long the finished, coated fabric survives rubbing against itself, a shoulder, a conveyor belt, or an airport floor. The industry standard that actually measures that is a cycle count from the ACT (Association for Contract Textiles), calibrated to two ASTM test methods: ASTM D4157, the oscillatory-cylinder Wyzenbeek test, and ASTM D4966, the Martindale test.

ACT states there is no correlation between Wyzenbeek and Martindale results on the same fabric, and that repeat tests on one fabric can vary by 60% or more.
Every common backpack outer — 600D, 900D and 1680D oxford polyester, and 500D/1000D Cordura nylon in the Classic and Ballistic ranges — ships with a PU or PVC back-coating, which by ACT's own category definitions puts it in the coated-fabric tier, not the lower woven tiers. Yet we checked CORDURA's own current technical data sheets for its Classic and Ballistic fabrics on cordura.com: both list denier, weave, and finish options in detail and both stop at qualitative language — "excellent resistance to abrasion" — with no Wyzenbeek or Martindale cycle number attached to any denier. Denier has become the default durability shorthand mainly because it is the one number nearly every mill is willing to print; weave density, backing thickness, and actual cycles to failure mostly are not.
What this means for you: Stop treating "1680D" or "Cordura" alone as a durability spec — ask your supplier or fabric mill for an actual ASTM D4157 or D4966 test report tied to the specific roll and coating you are buying, not a denier number or a marketing adjective. For a program large enough to matter, budget for a third-party abrasion test on your own sourced fabric before you commit, and read any single result as directional rather than exact, since ACT's own data shows up to 60% variance between repeat tests on identical fabric.
The line on your spec sheet that moves your duty rate
Everything above is about how the bag feels. This is about what it costs to import, and it is the one design decision on this page that a buyer can make by accident. Customs does not classify your backpack by what it is. It classifies it by what the outside of it is made of.

UK rates from the Department for Business and Trade's published UK Tariff dataset, in force since 1 January 2021. EU rates are the ones we work to but we could not confirm them against TARIC itself — see the caveats at the end. US rates are the MFN rates as stated in CBP ruling NY N303112 of 22 March 2019, before Section 301; Chinese-origin goods under both US codes carry a further 25% under Section 301 List 3. Note the bases differ: EU and UK customs value includes freight and insurance to the border, so it sits above your EXW order value, while US transaction value generally does not.
Two backpacks can be the same size, the same capacity, the same colour and the same price, and land at 2.7% or 9.7% into the EU depending on one material decision. On a programme with a customs value of $200,000 into Europe that is fourteen thousand dollars of difference created by a single line on a tech pack.
The test is "visible to the naked eye", and it is stricter than most buyers expect
The trigger is not whether the bag contains plastic — almost all of them do. It is whether a pre-made plastic sheet forms the exterior you can see. UK customs guidance sets three conditions, all of which must be met for the plastics code to apply:
1. the plastic sheeting was manufactured before being combined with the fabric; 2. the plastic layer is the result of applying a coating or covering of plastics; and 3. the outer layer visible to the naked eye has the same visual appearance as an applied layer of manufactured plastic sheeting.
Note the third condition carefully, because it is the one that does the work. It is not enough that a coating is visible. What is visible has to look like a sheet of plastic that was made first and applied second. For a sense of the scale involved, the same HMRC guidance treats a coating that is "invisible to the naked eye — usually less than 0.15 mm in thickness" as not changing classification at all.
So a PU-backed 600D polyester with the coating on the reverse stays textile. A polyester laminated on the face with a visible PVC or TPU film does not. The published rulings make the boundary unusually clear:

All four are published on the UK Advance Tariff Rulings service; 600008085 expires in August 2026. A ruling binds the issuing authority only for the holder and the goods described — for anyone else it is evidence of how the authority reasons, not a rule you can rely on.
Where this bites in practice. The specs most likely to move a bag into the 9.7% column are the ones marketed as premium:
- TPU or PVC-laminated tarpaulin dry-bag shells — the waterproof roll-top look
- Welded-seam construction, which almost always implies a laminated face fabric
- A high-gloss or matte plastic face film applied over the fabric for a "technical" finish
- Full-panel PU face coating heavy enough that the weave no longer reads through
What this means for you. Ask two questions before you approve the fabric: is the coating on the face or the back of the cloth, and can you still see the weave. Then put the answer in writing, get the composition in the bill of materials, and — if the programme is large enough that a seven-point swing matters — apply for a binding tariff ruling in your own destination market before you place the order. It is free, HMRC quotes 30 to 120 days to reply and the EU works to a 120-day statutory period, and it converts the single largest classification risk in this category into a piece of paper. Start it when you start the tech pack, not when you place the order.
Step 3: Spec the Hardware
Hardware is small in surface area but disproportionately important in perceived quality.
Zippers
The single most-noticed component. Stick with named brands: YKK (the global standard, available in coil and metal variants), SBS (a strong mid-market alternative). YKK AquaGuard for water-resistant applications. Reverse coil zippers for a cleaner aesthetic on premium bags.
Buckles and adjusters
Duraflex is the premium standard for plastic hardware. ITW Nexus is another high-quality option. Generic plastic hardware looks fine in photos but feels noticeably cheaper in hand.
Webbing
Nylon or polyester webbing for straps. 25mm (1 inch) is standard for daypacks and commuters. 38mm to 50mm for heavier loads and outdoor packs.
Metal hardware
D-rings, sliders, and snap hooks in zinc alloy or stainless steel. Specify the finish (matte black, gunmetal, brushed nickel) to match your branding aesthetic.
Step 4: Define Internal Organization
The inside of the bag is where users spend most of their time, and where most product reviews focus. Spec the organization deliberately.
- Padded laptop sleeve: specify the laptop size (13, 14, 15, 16 inch). Add a tablet sleeve in front of it for premium spec.
- Padded tablet pocket: 10 to 12 inch sleeve, often with a microfiber lining.
- Organizer panel: pen slots, card slots, phone pocket, key clip. Sits in the front pocket or top of the main compartment.
- Internal mesh pockets: good for cables, chargers, small accessories.
- Zippered security pocket: back panel pocket with a zip closure, sized for passport or phone.
- Water bottle pocket: side mesh or elastic pocket. Specify capacity (typically 750ml standard).
Step 5: Spec Padding and Comfort Features
Comfort features separate a backpack that gets carried daily from one that ends up in a closet.
- Shoulder strap padding: EVA foam, breathable mesh, contoured shape. Specify thickness (8 to 15mm typical) and width (taper from 5cm at shoulder to 4cm at chest).
- Back panel: EVA foam with breathable mesh. Channel-cut for airflow on premium spec.
- Top handle: padded webbing or molded handle. Should comfortably hold the bag loaded.
- Chest strap / sternum strap: for loads over 5kg or for younger users. Adjustable position on rail.
- Hip belt: for hiking and travel packs over 25 liters. Adds load transfer to hips.
- Luggage pass-through: a sleeve on the back panel that slides over rolling luggage handles. Standard on travel packs.
Step 6: Plan Branding Placement
Branding placement should be intentional and restrained. The most effective placements:
- Front panel center-top: the most visible placement. Best for primary brand mark.
- Front panel center-bottom: subtle, retail-aesthetic placement. Good for tonal embroidered logos.
- Chest strap or sternum strap: small accent placement.
- Side panel: secondary placement for athletic and outdoor brands.
- Inside main flap: hidden brand mark visible only to the owner. Used in premium retail.
- Zipper pulls: custom-molded or screen-printed branded pulls.
- Hangtag (on bag): for retail SKUs with point-of-sale tagging.

Step 7: Specify Colors
Color choices affect both production economics and consumer appeal. Stock colors (already in the supplier's fabric inventory) carry no surcharge and have low MOQs. Custom Pantone matches require minimum dye lots (typically 300 to 500 yards per color) and add a surcharge.
For private-label retail programs, consider building your assortment around two or three core colors (a hero, a neutral, and a seasonal accent) to maximize fabric efficiency across SKUs.
Step 8: Sample Packaging
Packaging is the last detail — and often the first thing recipients see. Decide on:
- Individual polybag (recycled is the 2026 default).
- Hangtag with brand and care information.
- Tissue paper or filler for retail-grade unboxing.
- Outer carton (color, printing, dividers).
- Master carton labeling for warehouse and marketplace fulfillment.
Your spec sheet is also a freight bill
Everything from silhouette to padding thickness to how the bag is folded into its polybag ends up as one number — cubic metres per unit — and that number, not the weight, is what you pay to ship. To see how much it varies we went through the carton specifications for 180 bag models on a 2026 supplier price list, and checked them against four sets of real packing data — two forwarder packing lists covering three models, and one factory packing confirmation.
The first finding is that there is no such thing as a heavy backpack.

Chargeable weight is packed cubic metres × 200, the volumetric divisor on the sea rates quoted to us on 6 August 2026. The last column is the ratio of the two median columns; computed per model and then taken at the median, the whole set comes out at 2.35×. Seven types cover 168 of the 180 models; the other twelve sit in categories too small to take a median from. The price list gives units per carton for every model but carton dimensions for only ten; four more are measured outright from packing lists. For the remaining 166 we applied a 75 × 53 × 57cm carton (0.2266 m³) — an assumption, not a measurement. See the caveats at the end.
All 180 models were volumetric. Not most of them — all of them. Across the whole set the median bag is charged for 2.35 times what it actually weighs, and the worst tenth are charged for more than 4.7 times. Shaving grams off a backpack does nothing for your freight bill. Shaving millimetres off the packed carton does everything.
The same container, the same money, 3.8× the backpacks
Narrowing to the 103 backpacks: the tightest-packing model occupies 0.00755 m³ per unit and the loosest 0.02837 m³ — a 3.8× spread across bags that all do broadly the same job. Fill a 40ft high-cube with the first and you ship roughly 8,940 units. Fill the identical box with the second and you ship 2,379, against a median of 5,958. Same container, same ocean, same invoice.
Translated into money at the rate we were quoted for the UK on 6 August 2026 — $1.35 per chargeable kilo, sea, delivered duty paid — getting a backpack from the factory floor to a UK door cost between 8.6% and 48.7% of its factory price, with a median of 20.2%. Be clear what that includes: a DDP rate bundles the ocean leg, clearance, the duty from the first half of this article and final delivery. It is everything in your landed cost except the bag. The variation across models is driven far more by how a bag packs than by what it costs to make.
The design choices that actually move the number. A bag ships small when the back panel and base are soft enough to compress under stacking, when the frame sheet is removable or omitted, when the shoulder harness folds flat rather than standing proud, when the bag is packed flat rather than stuffed to hold its shape, and when the polybag is sized to the folded bag rather than the shelf silhouette. It ships large when the back panel is rigid moulded EVA, when the base has a structured insert, and when the factory pads the bag with filler so it photographs well on arrival.
Units per carton is not the number you need. Carton size is.
Carton specifications on a price list are a plan. Packing lists are a fact, and we have four records across three documents. Two went exactly to plan. The other two did something more interesting than under-packing: they shipped in a carton the price list never mentions — a 0.140 m³ box, 38% smaller than the standard one — and changed the units per carton to match.

Two forwarder packing lists (one 800-unit order covering two models, one 220-unit order) and one factory packing confirmation, all 2026. "Vs plan" compares the actual cubic metres per unit against what units-per-carton would imply on the standard 0.2266 m³ carton. A sample of four is not evidence about an industry — it is the reason we now ask the question on every order.
Read the first two rows again, because the intuition is backwards. The shipment that packed fewer units per carton — 15 instead of 20 — came in 17.6% cheaper per unit than planned, because the box shrank more than the count did. The one that dropped to 12 per carton came in 3% dearer. Same order, same factory, opposite directions.
That is the whole lesson. Units per carton, on its own, tells you nothing about what you will pay. Fifteen in a small box beats twenty in a big one. The number that decides your freight bill is cubic metres per unit, and you cannot compute it without the carton dimensions — which is exactly the line most price lists leave out and most buyers never ask for.
What this means for you. Freight is not a line you receive at the end of the process. It is a line you specify at the beginning, and it is worth roughly as much attention as the fabric. Add the carton block below to your spec sheet, and ask for the packed sample — not the loose sample — before you sign off.
Add this to the spec sheet, and require it back before the PI is signed:
- Units per inner polybag and per master carton
- Master carton external dimensions in cm, and the cubic metres that implies
- Gross and net weight per carton
- Whether the bag is packed flat, folded or stuffed — and with what filler
- Whether any frame sheet, base board or moulded back panel is removable for transit
- A photograph of one packed carton, open, before mass production
- A written commitment that the carton spec on the proforma is the carton spec that ships, and who absorbs the freight difference if it is not
The Spec Sheet Template Suppliers Want
Send your supplier a one-page spec sheet covering the following, and your first quote round will be dramatically faster and more accurate:
- Silhouette: (e.g., “classic commuter backpack, ~22L capacity, 45cm tall x 30cm wide x 14cm deep”)
- Outer fabric: material, denier, finish, and stock or custom color (with Pantone)
- Lining: material, color, finish
- Padding: back panel, shoulder straps (specify foam type and thickness)
- Hardware: zipper brand and type, buckle brand and color
- Internal organization: list of pockets and sleeves with dimensions
- Branding: placement, method (embroidery / screen print / patch), artwork dimensions
- Colorways: list of color combinations to produce
- Order quantity: total units, split by colorway
- Packaging: polybag, hangtag, outer carton requirements
- Required certifications: CPSIA, REACH, bluesign, GRS, etc.
- Target delivery date: port or warehouse, with required Incoterm (FOB, CIF, DDP)
What we could not verify
A few things in this article are weaker than the rest, and you should know which:
- The EU rates of 2.7% and 9.7% are the figures we work to and they match every aggregator we checked, but we were unable to pull them from DG TAXUD's own TARIC consultation, which does not lend itself to automated retrieval. The UK figures of 2.0% and 8.0% are from the primary source — the Department for Business and Trade's published tariff dataset. Confirm the EU rate on Access2Markets for your own commodity code before you commit an order.
- The Section 301 surcharge of 25% on Chinese-origin goods under the US codes is well documented in trade reporting through 2026, but we could not open a current USTR or CBP primary document to confirm it is still at 25% for these specific subheadings today, nor did we check the exclusion list. Treat it as directionally right and verify before you quote a US landed cost. Separately, the IEEPA-based "reciprocal" tariffs are no longer collected — they ceased on 24 February 2026 following the Supreme Court decision in Learning Resources, Inc. v. Trump, decided 20 February 2026.
- Most of the carton volumes are part measurement and part assumption, and the assumption is the weak link. The price list states units per master carton for every model — that figure is real, and it is what drives the whole spread. But it gives the carton's own dimensions for only ten of the 180, and four more are measured outright from packing lists. For the remaining 166 we applied a 75 × 53 × 57cm carton (0.2266 m³). That box is confirmed in writing by the factory for one model and matches one of our packing lists — and it is flatly contradicted by the other two, which used a box 38% smaller. So: the relative spread between models is solid, because it comes from real units-per-carton figures. The absolute cubic metres are an estimate that half of our real data points disagree with, and everything derived from them — the container counts, the percentages of factory cost — inherits that. Right order of magnitude; not a quotation.
- The packing data is one supplier's catalogue, 180 models. It is real, but it is not the industry. Another factory's cartons will differ. The spread is the finding, not the specific cubic metres.
- The container figure assumes 67.5 usable cubic metres in a 40ft high-cube. That is our own planning assumption, not a carrier specification; real fill depends on carton dimensions, stacking height and how the bill of lading is drawn.
